MANILA, PHILIPPINES —The House of Representatives Committee on Appropriations on Tuesday resumed deliberations on the proposed P6.793-trillion 2026 national budget.
First to meet the committee today for the crafting of the national budget bill is the Civil Service Commission (CSC) led by CSC Chairman Marilyn Yap.
"I would like to thank our Civil Service Commission family as well as the members present here today despite the work suspension due to inclement weather. We truly appreciate everyone's presence and thank you for making the effort to be here today", Nueva Ecija 1st District Rep. Mikaela Angela Suansing, chairman of the House appropriations committee, said at the start of the briefing.
"Given the tight schedule of the budget deliberations, we'd have to proceed. Our rest is actually only on holidays. So thank you, everyone, for making yourselves available for today's budget briefing", Suansing said in Filipino and English.
Like the CSC, the Commission on Human Rights and the Presidential Communications Office were scheduled to meet with the House committee also this Tuesday.
Work in government offices and classes were suspended in Metro Manila and other areas for Tuesday because of the weather.
The committee's deliberations for the 2026 national budget started last Aug. 18, 2025 after the Department of Budget and Management submitted last Aug. 13 the National Expenditure Program (NEP), or the president's proposed 2026 national budget, to the House.

Under the NEP, the proposed 2026 budget for the CSC was about P4.1 billion.

"Ito na po 'yung kami ay magmamakaawa po sa inyo kung maaari pong hagurin ng Panginoon ang inyong mga puso, damdamin, at isip (This is where we will beg you that may the Lord move your hearts and minds)," Yap said at the budget briefing before saying that the CSC had originally requested a budget of P6.5 billion for 2026.
